La cláusula democrática y la política exterior de Chile en los 90: de la singularidad instrumental a la elaboración teórica

El resuelto apoyo a la introducción de la Cláusula Democrática en cada una de las instancias de diálogo político en el hemisferio se ha convertido en la gran singularidad que exhibe la formulación de la política exterior en el período post Pinochet. Durante este lapso, Chile ha impulsado vigorosamente dicha cláusula, al punto que la ha transformado en su gran instrumento de interlocución multilateral. Por lo mismo, esta cláusula ha ido adquiriendo un creciente carácter normativo, especialmente durante la actual administración de Ricardo Lagos. Sin embargo, la Cláusula Democrática se ha mantenido hasta ahora en un peligroso estado de vaguedad teórica e imprecisión conceptual (extracto de la intricucción).
