Defense issues in the Chilean press during 2004: from stereotypes to confidence building

Este trabajo es una aproximación al concepto agenda de defensa -preguntándose ¿cómo funciona su setting? y ¿quién determina la escala de jerarquías entre sus componentes?- para, luego, estudiarlo según el tratamiento que le brindan dos de los principales medios de comunicación de Chile durante el 2004. En este marco examina la cobertura brindada a los principales tópicos, a saber: operaciones humanitarias, gasto de defensa, Ley del Cobre, imagen de la exministra de Defensa Michelle Bachelet, imagen del ministro Jaime Ravinet e imagen de los comandantes en Jefe de las FF.AA. El artículo argumenta que la tarea de la agenda de defensa ha devenido en una suerte de eslabón sine qua non para entender las relaciones de poder entre las autoridades civiles, elegidas mediante el voto universal, y las Fuerzas Armadas. Sostiene también que la conformación de una agenda de defensa en el Chile post-Pinochet, pese al ambiente democrático que se vive desde octubre de 1988, ha tomado un tiempo importante de maduración. Los autores señalan que, pese a las limitaciones, la prensa chilena fue reflejando paulatinamente este cambio tan notable registrado en los últimos años y que la palabra clave, que sintetizó la agenda de defensa durante el gobierno de Lagos fue «modernización», concepto cuya materialización marchó de la mano del comandante en jefe del Ejército, general Juan Emilio Cheyre.Downloads
