Cross border cooperation and development process: lections from the European experience

En el ámbito del proceso de integración europea los límites fronterizos han sido un tema clave. La integración europea y, en concreto, la creación del mercado común ha obligado a dejar atrás la visión tradicional de las fronteras como barreras en favor de una creciente visión de las fronteras como puentes entre las diferentes culturas, sociedades y economías. Este documento pretende presentar, brevemente, la historia de la cooperación transfronteriza entre gobiernos locales en Europa, evidenciando el principal valor agregado de la misma en el ámbito del desarrollo local y del proceso de integración, identificando las condiciones que han facilitado su difusión en el viejo continente y concluyendo con una breve reflexión sobre la utilidad de algunos de estos conceptos y experiencias en el ámbito de los procesos que se están dando en América Latina.
